Leadership in the Public Sector

I am developing an online “Leadership in the Public Sector” class for a community college.  After some research and teaching for the past eight years, I have decided-if feasible, to develop a complete online class.  This includes trying to not use off-the-shelf books, as all you are aware, continue to skyrocket.

 Therefore, here is my question and request.  Please share with me any websites that I can review, access or find for “free” article, textbooks that I can review with the hopes of finding enough academic and scholarly information/articles to give students access, and to build my course.

 I do not wish to add the cost of textbooks to an already financially strapped student.  Any help is greatly appreciated.

Values, Persuasion, and Leadership in the Public Sector, with Ira Michael Heyman is an interesting video that I found by searching OER Commons, an excellent source of open materials supported by ISKME.
